Communist Party guidelines are adjusted by a commission of fourteen members. The members of the commission were selected by the party's 160-member central commission in April 2006. The Party Secretariat, which comprises of eight commission members, supervises day-to-day policy execution. ![]() The Vietnamese President operates as chief of state but also work as the nominal commander of the military and president of the Council on National Defence and Security. The Prime Minister of Vietnam leads a cabinet presently compiled of three deputy prime ministers and the heads of twenty-six ministries and committees, all affirmed by the National Assembly. Despite the 1992 Constitution's reassertion of the fundamental role of the Communist Party, the National Assembly, according to the establishment, is the highest envoy of body of the people and the only institution with law-making authority. It has a broad mandate to monitor all authorities’ affairs. Once checked as little more than a hand stamp, the National Assembly has turn more outspoken and self-confident in working its authority over legislation, especially in recent years. The Socialist Republic of Vietnam is ruled by a highly central organization prevailed by the Communist Party of Vietnam. A Party Congress assembles every five years to adjust the focus of the party and the authorities. The 160-member Central commission, which was chosen by the Party Congress, normally gathers as a minimum twice a year. |
