Specific legal framework for housing mortgages were lacking, and some Constitutional norms proved to become an obstacle for the enforcing of mortgages in the housing sector. Those mortgage loans (ML) are usually provided for the 10-15 years period, at an interest rate of around 10%, and a down payment of about 20%. Some MLs are issued for shorter period (up to 10 years) but at almost doubled interest rate (17,5%).
